Pretty much. My use of it tends to be assisting other admins in
tracking long-term trolls. (One of whom is an utterly reliable open
proxy canary. Now if only he would get bored and go away ...)
That said, checking Tor IPs is a pretty reliable way of spotting
trouble quickly. Because the good editors (Charlotte Webb, Armed
Blowfish) going through them really are the exceptions, sadly.
