The bar doesn't need to be higher though. What's the reason exactly?
If
people fear the idea of more bcrats, they can oppose them. Otherwise they'll
have to live with the fact people want to help out and will request. And,
admin only? Absolutely not.
The issue of whether more bcrats are needed should
never be put on the
shoulders of individual nominees. Objective criteria for determining
the numbers of bureaucrats should be established. These could be based
on such things as the size of the project, and a clear definition of
when a bureaucrat is inactive. If the quota is exceeded, no nominations
should be accepted for anyone at all.
