Arbcom's just there for those gray cases where we

In theory, maybe, but in practice, arbcom hears whatever it wants to
hear and disregards the rest.
I should clarify, before anyone construes this as an opinionated and
derogatory paraphrasing of "The Boxer" (which it is), rather than a
simple fact (which it also is), that when I say "wants to hear" I'm
referring to the language used in sections like "Arbitrators' opinion
on hearing this matter (3/5/0/0)", etc. etc.
