This is just the way to prevent some more instruction creep: reinforce and
enforce existing policies.

I think the discussion here boils down to two concepts, which overlap
to some degree.
Avoiding a charge of plagiarism by citing a source, especially where
that source was used for major or fundamental portions of the article.
Providing useful sources for further reference.
