It is the publication and the many republications (incl. WP)
which insulted resp. insults so many people, not some caricaturist
drawing a picture at home.

Perhaps the cartoonist is drawing Mohammed for a second time.
Even if the cartoonist would draw Mohammed a third time,
he wouldn't need be afraid as long as his drawings wouldn't
have been published before.
