Evidently, so did the person who created the template {{Non-free album
cover}}... and everyone who hasn't since deleted it...
Boilerplate template != fair-use rationale.
It tells you what category it falls into. One can posit that for the
album's article, that is necessary and sufficient rationale. We've
hashed out the general policy there; it stands; the template's just a
pointer to that.
