Nothing changed really. Large mass uploads of data are still
(initially) discouraged. We really need to be very careful especially
at the beginning to not kill the Wikidata community before it even
started to grow. So please let's take it slowly. It'll be the right
thing in the long run. (For a related story read Robert Kaye's chapter

That being said, there sure are things that the community can agree on
that are ok to import at the beginning (some language link sets
maybe?) and this is where pywikidata comes in. And there are a lot of
things in the long run that it will be useful for.
