The "Other projects sidebar" beta feature is already on by default in some projects, such as the Italian Wikipedia and the French Wikipedia. Search for otherProjectsLinksByDefault in http://noc.wikimedia.org/conf/highlight.php?file=InitialiseSettings.php
Is there any reason not to make it it on by default in all (or most) projects?

Yeah doubts from the WMF product team if/how it'll fit together with plans trialed in Winter. If you can clear those up no major blockers from my side besides a magic word to turn it off for individual articles. For all I can tell feedback has been very positive. Something that should ideally be implemented before it is made default is support for badges.

IMHO not. Some projects (mainly French and Italian projects) need to tweak their interproject templates, but they've mostly completed the process during beta.
