The ISO-639-3 has codes for "whatever". We can use a code for
"whatever"
and qualify it to a tin foiled hat or tin tin or whatever.

Which languages are you worried about specifically? What kind of data
would you want to record for them? (I'm trying to get a feeling for
how large the problem is and which parts of it are already solved.)
