I have improved the Sister City property with a MUCH better description to save others further grief.

Freebase had the same problems.  Sometimes we were not descriptive enough on our Types and Properties and it caused confusion and bad data.
Luckily, Experts and Staff and Volunteers would review descriptions on new properties introduced and cooperatively suggest and vote on really good descriptions that everyone could understand easily.  (We did not just use synonyms as a description, but made sure it was always a nice full sentence or two that described its use and intent well to the users.  We also tried to use Simple English as much as possible to help with translating easily to other languages.
