we can make a call for a bot to check every wiki but for now i think there is a very few wikis updated on wikidata so I don't think it's very good idea right now but for the future it's the only option so I'll work on it but not now

If there is no error, wikibase is present, disable. This way no update to the blacklist is needed. The query should be re-issued every 30 min to make sure it hasn't changed.

The sad part is that interwiki bot needs to be significantly reworked, so there is no big incentive to do any changes like this to it. It should be aware of wikidata, remove all data unless it is not in wikidata, etc. Lots of heuristical changes.
