WiDaR uses the Wikidata API to merge. Redirect (pun intended) all blame there.

In that case all other stuff is merged, but the item that should become a redirect is left behind with only the problematic description and nothing else. See Q19921058 for  case where this issue created such an item after a recent merge attempt of mine.
