As far as I can see WDQS does offer a linked data fragments service. See the documentation at https://www.mediawiki.org/wiki/Wikidata_Query_Service/User_Manual#Linked_Data_Fragments_endpoint and the service at https://query.wikidata.org/bigdata/ldf
