While doing Wikibase development work, I've often run into the need to construct some items and properties to be able to test something. While writing some code outside of my Wikidata work time, I figured it'd be nice to do this in a reusable format. Sharing here as it might also be of use to others.

I've also been thinking of doing something similar for data that is not manually defined in PHP. Both Wikibase DataModel Serialization and Wikibase Internal Serialization already have this, though that is not done in a fully reusable way.
