Easy to create such items by using semiautomatic tools.
Seems like all (or at least many) pages from https://www.mediawiki.org/wiki/Category:MediaWiki_configuration_settings were added on Wikidata.

I don't have any idea should we avoid creating an item for MediaWiki manuals.

PS. I think [wikidata-l] would be a better list to talk about notability of Wikidata items.
