Google IS freeing up all the data in Freebase.  It is Wikidata that will pull in what it deems notable and worthy.

Wording choices sometimes give the wrong vibe. :)

This is something only Google can answer.

There is currently no mapping of the API available. It is possible
that someone will code it. It is not on my team's plan at this point.

Not everything in Freebase will migrate to Wikidata. A lot of topics
you are likely interested in already exist in Wikidata. The rest can
be added by the community if they meet the notability criteria. (They
are currently under review in the community.)

Not all statements from Freebase will be migrated to Wikidata. Over
the next weeks we should be seeing more data from Freebase being made
available to the Wikidata community through the primary sources tool.
