There has not been movement on this issue for four years and it seems likely that other avenues have been used for the addition of lexemes on Wikidata, where there has been a desire to do so: https://wikidata.org/wiki/Wikidata_talk:Lexicographical_data/Archive/2019/05

Such as https://wikidata.org/wiki/User:Yurik/Lexicator

https://github.com/nyurik/lexicator

Other tools may be mentioned in the revision histories of various lexemes.

It is, however, meant to be possible to "use lexeme, form and sense IDs as statement values, and "edit statements of lexemes, forms and senses" in QS: https://phabricator.wikimedia.org/R2010:d4bbd816e688d910d28617acf22a8ecc2a725dc5

as noted in https://wikidata.org/wiki/Wikidata:Project_chat/Archive/2018/10#QuickStatements_v2_now_supports_lexicographical_data

It may necessary to add a line like this to config.json in the factgrid section to do this: https://github.com/magnusmanske/quickstatements/blob/c4b2c6b086b319aa32dcdd7a323edf188faaa66d/public_html/config.json.template#L17

In addition I read that this may not work in background batches; there may be other issues: https://wikidata.org/wiki/Help_talk:QuickStatements/Archive_1#Lexeme (some of them appear to have been issues in Wikibase itself, now fixed).
