Hi Daniel,

I'm afraid I have to disappoint you here: currently per-wiki access to the LocalSettings.php is not possible for users; the only options available to configure your wiki are the ones you can see in the Settings and Features tabs, when clicking the cog icon next to one of your wikis in the Dashboard.

Feel free to raise visibility for this need in the Phabricator task you linked.
