I suppose you mean the mediawiki-message with {{msg:Foo}}. The source would be at http://ar.wikipedia.org/wiki/MediaWiki:Foo This is a very special feature, described at: http://en.wikipedia.org/wiki/Wikipedia:MediaWiki_namespace and http://meta.wikipedia.org/wiki/MediaWiki_namespace
