No, you don't need to be a sysop to rename a page, although you do need to be logged in. Just click the &#1571;&#1606;&#1602;&#1604; &#1607;&#1584;&#1607; &#1575;&#1604;&#1589;&#1601;&#1581;&#1577; (move this page) link. A redirect will automatically be created from the old title.
