I'd say "User:Electopedia" from mediawiki.org is the same as "User:Admin" from Wikiapiary, The later one mentions in his user page a wiki with the same name.

And if you look at the domain of those wikis (*.guail.es) and the developer name (GUAIL) and email (guail*@*), you may conclude he's the developer of that app.

He's also subscribed to this mailing list. We have probably reached to them already :)

No, the app is not endorsed by WikiApiary.  But, fiendishly, I wonder if we can claim the app and its revenue?  The MediaWiki.org link does not seem to be from a spammer, but from an actual user of the app.
