How about using the API for this? It appears to always return timestamps
in UTC, and they're in a standardised format, e.g:

http://no.wikipedia.org/w/api.php?action=query&titles=Fysikk&prop=i…
http://ja.wikipedia.org/w/api.php?action=query&titles=%E7%89%A9%E7%90%8…
