Calls for Papers are not mentioned at all in the list of "on topic" matters
but, on the other hand, CfPs are relevant to research (which is "on topic")
and there is no mention of CfPs being unacceptable (for any reason).
Personally I am less bothered by the open access issue, but more dubious
about the number of recent CfPs with no apparent relevance to WMF projects.
If we wish to control what CfPs are sent to this list, I think we need to:
1. agree among ourselves what CfPs are/aren't acceptable (on the criteria of
topic, open-ness, and whatever else)
2. communicate this on the list (for existing subscribers) and on the URL
above (for new subscribers)
3. decide what we will do to enforce it (either socially and/or technically)
