We're planning to send the newsletter in a little less than 3 days. The existing translations will be posted on the wikis in that language.
We may make a few edits tomorrow, but the content should generally remain fairly stable.

You're correct. There was a pause in software deployment this week due to the US holiday and a large technical meeting, so I decided to re-add that item. The goal is to remind readers of what will be deployed next week, even though we already announced it last week.

One item was reworded a bit, but it doesn't require to update the existing translations. Also, one item was moved to the next edition because it makes more sense to announce it when it becomes available to users.

I also translated to French the announcement page about the disabled ULS, on the MediaWiki wiki (unfortunately the URL to that page is hidden in a tvar, so the link brings to the English-only version.

For now I added a language bar at top of the wiki page: if you want to translate the announcement, append the language code to the announcement page.
May be this page could use the Translate extension, however I cannot mark this page for translation on that wiki. If the Translate extension is used to translate the announcement, the existing translated page will be kept until one starts generating pages with it (otherwise it will remain in the page history).

I marked that page on MediaWiki for translation through Translate extension. So now it can be translated in a way many of us are used to :)

Thanks, I updated the link in the tvar used in the Tech News linking to it so that it uses now the "mw:Special:MyLanguage/" prefix and not just "mw:" to point to the translations, when they are or will be available on MediaWiki-Wiki (for now there's only French if it's not English).

Thank you for reporting the problem. The reason is that the IP address of the server is blocked on that wiki, which means the delivery bot cannot post there. I've posted more details at https://meta.wikimedia.org/wiki/Talk:Tech/News#Arabic_Wikipedia , where Meno25 left a similar message.
Let me know if you still encounter issues once the IP is unblocked.
