I'm not an expert on their rules, but I believe that Azerbaijani would not be a valid task, because Google Translate supports that language.[1]  However, a language such as Wolof would be acceptable, if a Wolof-speaking mentor could be found.

[1]  Yes, I know that machine translation produces bad UI translations.  That's exactly why they disallow translation tasks for which machine translation is available.  They permitted it some years ago, and they had a lot of kids who copied and pasted text without any modification from machine translation software, and then thought they were "finished".

Andre,

Just to clarify: Is it acceptable to have a task such as "Complete the translation of the MobileFrontend extension to the Azerbaijani language"?

If it's acceptable, then it's possible to create hundreds of tasks (or instances) of this kind by looking at some important and large extensions and then checking their translation statistics. For example:
https://translatewiki.net/w/i.php?title=Special:MessageGroupStats&language=ru&group=ext-mobilefrontend#sortable:2=desc

Almost any language with less than 80% completion can be eligible.

<tl;dr>: Read https://www.mediawiki.org/wiki/Google_Code-in/Mentors and
add your name to the mentors table and start tagging #GCI-2018 tasks.
We'll need MANY mentors and MANY tasks, otherwise we cannot make it.

Google Code-in is an annual contest for 13-17 year old students. It
will take place from Oct23 to Dec13. It's not only about coding:
we also need tasks about design, docs, outreach/research, QA.

Last year, 300 students worked on 760 tasks supported by 51 mentors:
https://blog.wikimedia.org/2018/03/20/wikimedia-google-code-in-2017/

While we wait whether Wikimedia will get accepted, do you have any
translation tasks in mind?
Important: A translation task must not be possible to complete by
machine translation and the mentor must know the language in order to
review a student's work.

Tasks should take an experienced contributor 2-3 hours. Read
   https://www.mediawiki.org/wiki/Google_Code-in/Mentors
, ask on the talk page if you have any questions, and add your name to
https://www.mediawiki.org/wiki/Google_Code-in/2018#List_of_Wikimedia_mentors

Thanks!
