[Translators-l] [Requests] Guideline and Requirements for future chapters

Hi, here are new requests from Chapters Committee. Guideline for future chapters and also Requirements. Their original are approved by the Board and the translations will be only serving for informative purpose (= if there is a difference, then always the official version should be taken the correct one).
