It's about the FileExporter feature, an extension that makes it possible to export files from wikis to Wikimedia Commons with all their original data intact. 

After being in the beta phase on a few first wikis for some months, it will now become a beta feature on all wikis. If you'd like to know more, please visit the project page:

We're planning to send out the announcement on Monday, Jan 14, around 11 am UTC. So translations should be done by Monday Jan 14, 7 am UTC.
