Can you confirm the good text is:
<code><pages from= to= section=1></code> will parse as <code><pages from="to=" section=1"></code>

and is not:
<code><pages from= to= section=1></code> will parse as <code><pages from="to=" section=1></code>
or
<code><pages from= to= section=1></code> will parse as <code><pages from="to=" section="1"></code>
