[Translators-l] Message for editors with an account preferences problem

Please translate https://meta.wikimedia.org/wiki/User:Whatamidoing_(WMF)/Custom_signature for me. This will be sent to people who need to change their account preferences. The messages will probably go out next week (maybe the week after that). More than half of this text is copied exactly from https://www.mediawiki.org/wiki/New_requirements_for_user_signatures/Help which means that French, Italian, Swedish, Arabic, Bangla, Chinese, and Japanese translations should be especially quick and easy. (It took me about three minutes to do those copied parts for the German translation; I haven't tried to translate the rest.) Please consider translating the main help page, too.
