The advantage of CGI:IRC is that it will run on almost any machine, without any security warnings etc. that java is good at throwing up. Walter of Wikizine currently runs http://chat.wikizine.org/ but I thought it would make sense to have it on the toolserver, which would help him in terms of resources.
Thoughts from users and admins?
(dibs on doing this if we say yes, since I've done one of these before and it was my idea :D) (also, we'd need to get authorisation from freenode staff, but I can handle this)

Sorry this gets out a bit late, but the current Java-based client could do this without problems. Currently it's restricted to #wikipedia-en-help (default), #wikipedia and #wikipedia-en to avoid scaring away all the new users unfamiliar with IRC, but I could expand the list of channels if anyone would like me to. The only major problem that it throws out a security warning the first time you use it, which cannot be avoided. I could register and get a popup listing me as the owner of the certificate, but the best thing would probably be if someone from Wikimedia could do it, as we'd be able to have a Wikimedia certificate that could be used on other projects if needed. The problem with this one is that it requires Java, has said security warning and also doesn't work round restrictive firewalls, which the CGI version would avoid :-)

There actually already is a CGI:IRC proxy that can connect to freenode: ircatwork.com. It's down occasionally, but it usually works enough to be usable.

Agreed though, this is a decent substitute in the same way the Wikizine one is.
