If I understand correctly Samuel was talking about the (future) labs
environment, not the Toolserver. The above citation from Erik, however, is about
the Toolserver (not Labs).
This is where you have misunderstood Krinkle, if you re-read SJ's email:

The 'it' clearly refers to the toolserver and so as far as I can tell Sam's question has not been answered: Why is the WMF considering to not provide db replication for the Toolserver? As has previously been mentioned, db replication is what makes the Toolserver so useful and thus if the WMF stops supporting db replication for it, it is
effectively replacing the Toolserver with Labs.
