The 'it' clearly refers to the toolserver and so as far as I can tell Sam's question has not been answered: Why is the WMF considering to not provide db replication for the Toolserver? As has previously been mentioned, db replication is what makes the Toolserver so useful and thus if the WMF stops supporting db replication for it, it is effectively replacing the Toolserver with Labs.
