Happy New Years to everybody. I'm trying to create a JIRA account to then request a toolserver account to run a bot (VoxelBot from enwiki) on the server. However, when I try to make a JIRA account, I get this error:

Furthermore, the contact administrators link is also broken. It says that tool isn't set up yet. Is there something I'm doing wrong?
