yes, this is correct. if your user databases are on "sql", they are on zedler,
not yarrow. if you created a user database on enwiki-p, it would be on yarrow,
since yarrow is the current server for enwiki (s1).
Why is this possible at all?
it wasn't possible initially, but many users wanted to create private databases
and join them to wiki databases (like enwiki). this wasn't possible when
enwiki was a different server than "sql". so, we allowed users to create
databases on other servers as well. (but these databases are not backed up,
and can be lost at any time; user databases on "sql" are backed up nightly.)
