On Italian Wikipedia I've created a similar structure to that of Tomasz (thanks!) and others: one main page, and and 5 pages and 5 discussion pages: one for each theme:

I'm discussing with the Italian Wikiversity community the possibility not to duplicate the theme pages, but to ask people to read them on Meta. Do you think it could work?
Also, I have created a little strategy navbox on Italian Wikipedia to help people (myself included!) to find all the pages. I've included links to all strategy page that exists on Italian Wikipedia and a few Meta pages:

adding some tango icons to the page and you can copy paste the structure without meta related templates - if you want to your own wikis.
I am just thinking if to split discussion pages into each theme - or rather keep all thematic discussion in one place? This is the issue how we are about to report cycle 2 discussions? How the local discussions are about to be included in overal process?
