I decided to split the pages, so that the discussions could take place independently, people could watch selected themes and not watch those which aren't interested in etc. I don't expect a flood of edit conflicts, since the issue isn't as attractive as a shitstorm, but this method still seems more useful to me.

I am just thinking if to split discussion pages into each theme  - or rather keep all thematic discussion in one place? This is the issue how we are about to report cycle 2 discussions? How the local discussions are about to be included in overal process?
