I agree that he's not being very clear about what question he's asking. I've left some comments to that effect on the Talk page. Fundraising as a team is a somewhat special case, disconnected from other features development or research at the Foundation, so that's why it might seem like the request for comment is slightly vague or confused. They are not used to dealing with these kinds of issues, because they typically track exactly the same set of information about banner impressions, clicks, and donations.
