I found this in the source code of scripts/reflinks.py: Distributed under the terms of the GPL
This seems to be the single case in the whole repository. Is it compatible with our license conventions? It even doesn't have a full GNU-style license header.

We had 18 authors contributing to this code. Either we keep it as it is or we could double licence the code from now on.

You can't double license with a non-GPL compatible (ie a less restrictive) license unless all the original authors agree to change the terms that they licensed under and grant more permissive license terms.

The way I have seen it done in the past is to propose a patch, have all past authors added as a reviewers and mass mail them until they each vote +1. The resulting votes are then saved in Gerrit review notes upon merging.
