Yes, and this is the problem, because the patrollers complain on being the sighting more complicated because of cosmetic changes (see the two difflinks in my first mail). So we would like bots to make cosmetic changes only on sighted pages even if cc is on. Otherwise cc may easily be prohibited in huwiki soon.
