generate_family_file.py http://localhost/mediawiki local

Follow that up with generate_user_files.py and then select local

I'm running a local Wiki (at http://localhost:127.0.0.1/mediawiki to be precise) on 64-bit Windows 7 and I haven't the foggiest of how to set up this program for it. I know I need to set up user_config.py for core and compat but as this Wiki isn't on the accepted Wiki families I am stuck.

I am a programming noob so if you could boil it down into simple things for me to do that'd be very helpful.
