So, it appears Commons does not allow uploads by url from Wikimedia
and ops did not support the change at the time:

Considering the announcement of
https://meta.wikimedia.org/wiki/WMDE_Technical_Wishes/Move_files_to_Commons
, this might become a bit obsolete (but then again for the 1000+
images I want to move, it might prove helpful).
I guess the only solution for now is to actually download the files locally?
