In my view it's a very good idea but I have to agree with Merlijn so I'm going to send an e-mail about dependencies in general to the mailing list because right now our biggest issue is this and We have to work on it. I need your help Dr. Trigon too

I can't express how much I'm sorry for not seeing your e-mail. I was very busy (for wikimania) and I didn't check e-mails that hasn't send directly to me (like mailing list e-mails)

Would it be
possible to create those repos on gerrit in pywikibot too? E.g.:

pywikibot/archive(s)    (for .tar.gz files - other suggestions welcome)

Yes. (although I'm not sure what the archive(s) directory would be for? storing binary files in git is generally not a good idea)
or pywikibot/other or pywikibot/thirdparty
I think we can have multiple repository 'layers', so pywikibot/thirdparty/haartraining etc might be a nice option?
