Anyone can submit
changes to Gerrit. You just need a Wikitech account
and you can start submitting them. Your changes will end up at
https://gerrit.wikimedia.org/r/#/projects/pywikibot/core,dashboards/default
. People will comment and review them and if the changes are ok, they
will be merged.
