Gerrit account seems to be having issues.
With the departure of Chad from WMF I am not sure who to ask to have a look
at this though.

Maybe tests are just
queued without a reason, if you don't know, see
https://integration.wikimedia.org/zuul, it should display existing jobs.

Recheck command is restricted to whitelisted users only. It isn't an
issue. It is quite similar to autopatrolled feature on wiki ;).
