Sphinx can generate really good docs from the source code and you only
need to change source code, and then we could generate and host the docs on
the labs server. If we require to update
mediawiki.org, we wont ever
reach sync between code and documentation. I propose to remove the
documentation on mediawiki and only use sphinx for docs, but everywhere.

It's not quite easy because Sphnix can't support wikitext

Another thing is I forgot to tell people not to add one-time-used codes or
codes can't be widely used to pywikibot. Just make a repo in
pywikibot/bots/yourepo using
this<https://www.mediawiki.org/wiki/Gerrit/New_repositories>and move
your codes there (instead putting them into github or other code
repos including pywikibot) if someone make a documentation for it I would
really appreciate that
