I'm slightly confused by your request - what do you want to do on
SF.net? We only have a bug tracker there.
If you are requesting commit access, I would like to suggest you to
submit the Picasa upload script to the patches tracker; if we find
that the quality of your code is sufficient, we can get you commit
access.
