Yes, in JSON version 1 booleans are usually omitted if false, empty strings if true.
For a cleaner response, try JSON version 2: for example, https://en.wikipedia.org/w/api.php?action=query&meta=siteinfo&formatversion=2 returns "uploadsenabled": true.
And by the way, the mediawiki-api list may be more appropriate for such questions :-)
