[tests] Drop Python 3.5 tests on appveyor

- remove Python 3.5 tests
- add Python 3.6.0 test
- remove one Python 3.10 test to decrease test time
- remove pip 21 installation
- change appveyor_install.ps1 to install 3.6.0
