Please note that the Commission has chosen a wording in this draft
Communication that would allow both the expansion and the restriction
of freedom of panorama. You have seen attempts to restrict FoP to
non-commercial usage (and you have witnessed the mobilization and
resistance among many groups against such a proposal). However, almost
every specific "clarification" action the Commission will be
announcing on December 9 is worded in a way that cuts in both
directions.
