This is indeed a great summary of what can be learned from the FoP-NC
episode!
An additional factor that made a difference was that the issue played
into the British story about silly Brussels bureaucracy (regardless of
whether this had been anticipated or desired by the Wikimedia movement).
The general take-away from this is that it helps to recognize how a
proposal can play a part in someone else's broader narrative, which in
turn makes a knowledge of the wider political landscape valuable.
