Welcome to the discussion on this list! I think it is great you want to engage yourself and that you are keen on seeing change happen.
Theoretically a banner with a public policy demand for certain language and geographic area is possible. We have had such banners in the past, on several issues. However, usually banners are just a small (but very visible) part of a much greater public policy effort by a community.
Having this in mind, do you know what the exact situation in the UAE is? Who can make that change happen? Have you already spoken to decision-makers in this country or discussed the subject with your local community?
Please don't consider these questions as an attempt to slow down your enthusiasm, I just feel like they will help us chose the most efficient way forward in the case you mention.
